According to Art Bell:

Ham operators were not allowed in: they were turned away.
There was no jamming, despite initial reports
There was massive lack of readiness (he didn't mention which authorities; perhaps he meant all of them).
According to ABC: The radio communication system for the NOPD and NOFD "dissolved." Some of the equipment could have been brought up quickly, but repair crews were blocked by National Guard.
