Two cautionary tales on FEMA's trailer cities

"FEMA's City of Anxiety in Florida" describes a trailer city in Punta Gorda, FL that was established after Hurricane Charley. It houses 1500 people, and most of them have been there for a year. There's crime, vandalism, and related problems.
