Yakuza used Russian electromagnetic generator to cause Katrina?

An Idaho weatherman says Japan's Yakuza mafia used a Russian-made electromagnetic generator to cause Hurricane Katrina in a bid to avenge itself for the Hiroshima atom bomb attack - and that this technology will soon be wielded again to hit another U.S. city.
He's also a former guest on the Art Bell show, and he's got a site at www.weatherwars.info.
[He] says a little-known oversight in physical laws makes it possible to create and control storms — especially if you're armed with the Cold War-era weapon said to have been made by the Russians in 1976. Stevens became convinced of the existence of the Russian device when he observed an unusual Montana cold front in 2004…
That might be the square clouds he refers to on his website, where he provides this rather interesting Bush quote:
"It's as if the entire Gulf Coast were obliterated by the worst kind of weapon you can imagine"
Despite his obviously insane views which should be ignored by all right-thinking persons, his station manager informs us that he's quite popular in Idaho.
9/23/05 UPDATE: Now, see "Forecaster leaves job to pursue weather theories". It actually sounds like this was voluntary on his part; a career as the new Whitley Streiber or Steve Quayle awaits.
