Say what now? On March 3, 2005, Sen. Kay Bailey Hutchison (R-TX) introduced "S. 517: A bill to establish a Weather Modification Operations and Research Board, and for other purposes":

The term "weather modification" means changing or controlling, or attempting to change or control, by artificial methods the natural development of atmospheric cloud forms or precipitation forms which occur in the troposphere.

The long article "Don't like the weather? Change it" has background on the whole topic, but little on this bill. Scary links are provided here (gov link, one of which discussed here) and here (many tinfoil). And, this says it's a "Bill in Congress to legalize CHEMTRAILS ".
